CIVIC established its Europe engagement in 2018 to strengthen approaches to civilian protection among European governments, multilateral institutions, and security actors, while supporting field-based engagement in Ukraine.

CIVIC works with institutions including the European Union, NATO, UN agencies, and European governments to advance policies and practices that reduce civilian harm and strengthen the protection of civilians during military and security operations.

Drawing on field experience and operational research, CIVIC engages on issues including civilian harm mitigation, civilian casualty tracking, partnered operations, urban warfare, and the protection implications of evolving military technologies and tactics.

As security and defense priorities continue expanding across Europe, CIVIC advocates for civilian protection to remain integrated within defense policy, military planning, and broader security frameworks.
