Armed conflict is becoming more frequent, more protracted, and more complex—driven by urban warfare, new technologies, and shifting geopolitical dynamics.

Civilians continue to bear the greatest burden, facing death, displacement, destruction of essential services, and long-term social and economic harm.

Despite well-established international laws and norms designed to protect civilians, the gap between commitments and reality is widening. Humanitarian needs are increasing faster than the capacity and willingness of the international community to respond.

In this context, the protection of civilians is not only a moral and legal imperative—it is a strategic necessity.

CIVIC’s 2026–2030 Strategic Plan responds to this challenge by closing the gap between commitments and reality for civilians in conflict.
