In Ukraine’s ongoing conflict, civil-military cooperation has grown into a critical instrument for resilience and the protection of civilians. CIMIC officers help evacuate civilians, restore essential services under fire, and sustain trust between the military and local communities — making their role central both to operational success and to reducing harm to people.
This new CIVIC report, based on a survey of 69 CIMIC officers with recent frontline experience, highlights progress alongside persistent challenges — from resource shortages to training gaps. Compared to our 2023 assessment, the findings show clear dynamics: CIMIC is reaching new levels of relevance, broadening its scope, and anchoring its contribution to protection of civilians.
Importantly, the report offers concrete recommendations to strengthen CIMIC’s capacity — including better institutional training, clearer doctrinal support, and resources adapted to field realities. Acting on these insights will help ensure that military operations in Ukraine continue to place civilian safety at the center.
