Kyiv, December 12, 2025 — Center for Civilians in Conflict (CIVIC) has announced the appointment of Joanne La Terriere as the new Country Director for CIVIC Ukraine.
Joanne La Terriere brings a decade of experience in the humanitarian and development sectors, with a portfolio that spans operational management, strategic planning, and leadership in complex and high-risk environments. She most recently served as Deputy Country Director at Solidarités International in Ukraine, where she oversaw multi-year, multi-sector programming supporting communities affected by ongoing hostilities. Prior to that, she worked with the Mines Advisory Group, gaining additional expertise on protection issues and explosive ordnance risk, as well as experience engaging with local authorities and civil society partners.
Her background reflects a consistent focus on civilian protection, evidence-based programming, and strengthening the capacity of national and local actors. In her new role, Joanne La Terriere will oversee CIVIC’s operations in Ukraine, guide the strategic direction of the country program, and support efforts to ensure that civilian perspectives inform national and international policy discussions. She will also work closely with CIVIC’s regional and global teams to align program activities with broader organizational priorities at a time of continued volatility in Ukraine.

CIVIC in Ukraine
CIVIC has been present in Ukraine since 2017, conducting research and on-the-ground activities assisting the Ukrainian government and the Armed Forces of Ukraine (AFU) in the development and implementation of tools, training, and policies on protection of civilians.
