KYIV, Ukraine, April 14, 2025 – Center for Civilians in Conflict (CIVIC) strongly decries the April 13 missile strike by Russian forces on the city of Sumy, which killed at least 34 civilians, including two children, and injured 117 others, among them 11 children. The strike is the deadliest mass-casualty event in Ukraine this year and serves as a stark reminder that civilians continue to bear the brunt of this conflict.
Sumy, located just 25 kilometers from the Russian border, was struck twice on Palm Sunday as residents gathered in the city center on their way to church. Some civilians survived the missile strike by promptly following air raid alerts and taking shelter. This underscores the importance of self-protection mechanisms, such as early warning systems and access to safe shelters, in reducing civilian casualties during attacks.
Sunday’s attack and the horrific death toll is yet another example of why the use of explosive weapons in densely populated areas must be restricted,” said Alexander Grif, CIVIC’s Ukraine Country Director. “When using these explosive weapons in cities like Sumy, there is no way to ensure that civilians will be protected from the effects of the blast. These people are not ‘collateral damage,’ and their harm is the foreseeable outcome of the use of weapons not fit for urban warfare.
This latest attack follows the April 4 missile strike on Kryvyi Rih, which resulted in the reported deaths of 18 civilians, including nine children, when a residential neighborhood near a playground was hit.
On March 11, Ukraine endorsed a US-proposed 30-day interim ceasefire, Despite continued international efforts to bring about a ceasefire, civilians in Ukraine have endured continued bombardment and attacks. In the month that followed, Russian strikes continued to impact civilian infrastructure and densely populated areas.
CIVIC urges all parties and the international community to intensify and coordinate efforts to enhance the protection of civilians in Ukraine and ensure that current ceasefire negotiations include commitments to halt the use of explosive weapons in populated areas, end the targeting of critical national infrastructure, and integrate civilian protection considerations at all levels of response. Furthermore, CIVIC reiterates the importance of endorsing and implementing the Political Declaration on Explosive Weapons in Populated Areas as a means of reducing harm to civilians.

CIVIC засуджує смертельний ракетний удар по цивільних у Сумах та застерігає про зростання масштабів цілеспрямованих атак на мирне населення в Україні
Київ, Україна, 14 квітня 2025 року – Міжнародна організація Center for Civilians in Conflict (CIVIC) рішуче засуджує ракетний удар, завданий 13 квітня російськими військами по місту Суми. Унаслідок атаки загинули щонайменше 34 людини, серед них — двоє дітей, ще 117 осіб отримали поранення, включно з 11 дітьми. Це — наймасовіший випадок загибелі цивільних в Україні від початку року, який демонструє: цивільне населення продовжує нести основний тягар цієї війни.
Місто Суми, що розташовані лише за 25 кілометрів від російського кордону, зазнало двох ударів у Вербну неділю — саме тоді, коли жителі зібралися в центрі міста, щоб відвідати церкву. Дехто з мешканців урятувався, вчасно відреагувавши на сигнал повітряної тривоги та сховавшись в укриття. Це ще раз підкреслює критичну важливість механізмів самозахисту, систем оповіщення про повітряні тривоги та доступу до безпечних укриттів, які здатні зменшити кількість жертв під час атак.
Атака на Суми 13 квітня та жахаюча кількість жертв серед цивільних — це ще один доказ того, чому використання вибухової зброї у щільно населених районах має бути суворо обмеженим. При використанні вибухової зброї в таких як Суми неможливо гарантувати безпеку цивільних. Ці люди не є «супутніми втратами», і їхня шкода є передбачуваним результатом використання зброї, не пристосованої для ведення бойових дій у містах»,— зазначив Александер Гріф, директор Представництва CIVIC в Україн.
Ракетний обстріл міста Суми стався невдовзі після удару по Кривому Рогу 4 квітня, внаслідок якого загинули 18 цивільних, зокрема дев’ятеро дітей. Тоді ракета влучила в житловий район поблизу дитячого майданчика.
11 березня Україна підтримала запропоноване США 30-денне тимчасове припинення вогню, спрямоване на деескалацію бойових дій. Незважаючи на постійні міжнародні зусилля, спрямовані на припинення вогню, цивільне населення України продовжує зазнавати обстрілів та атак. Протягом наступного місяця, з 11 березня по 11 квітня, російські війська, як повідомляють офіційні джерела, запустили понад 70 ракет і приблизно 2200 безпілотників у різних регіонах України – багато з них завдали ударів по цивільній інфраструктурі та густонаселених районах.
CIVIC закликає всі сторони та міжнародну спільноту активізувати та координувати зусилля для посилення захисту цивільного населення в Україні та забезпечити, щоб поточні переговори про припинення вогню включали угоду про припинення використання вибухової зброї в населених пунктах, припинення обстрілів критично важливих об’єктів національної інфраструктури та інтеграцію міркувань щодо захисту цивільного населення на всіх рівнях реагування. Крім того, CIVIC вкотре наголошує на важливості схвалення та виконання сторонами Політичної декларації щодо вибухової зброї в населених районах як способу зменшення шкоди цивільному населенню.
