Mogadishu, 5 September 2026 - Center for Civilians in Conflict (CIVIC) joined the Federal Government of Somalia and partners in Mogadishu for the launch of implementation phase of the National Protection of Civilians Policy (NPCP), marking a critical transition from policy commitment to action.
Led by the Ministry of Defence, the launch introduced the National Protection of Civilians Operationalization Task Force and Roadmap, setting out responsibilities and priorities for implementation.
Adopting the policy was an important achievement, but implementation is where its impact will ultimately be measured,” said Omar Ahmed Abenza, CIVIC’s Director of Global and Field Programs. “The priority now is to ensure these commitments shape how security operations are planned and conducted, how civilian harm is prevented and addressed, and how communities are heard when decisions affect their safety.
Formally adopted by Somalia’s Council of Ministers in April 2026, the NPCP established a national framework to strengthen civilian protection across Somalia’s security and defence institutions.
The launch of the Task Force and roadmap is important progress. Sustaining that momentum will require political leadership, resources, and coordination across institutions,” said Ahmed Ibrahim, CIVIC’s Director for Somalia & Kenya. “Success will ultimately be measured by whether this policy makes civilians and communities on the frontlines safer.
CIVIC has provided technical and advisory support throughout the development of the NPCP and will continue working with the Ministry of Defence and other Somali institutions as implementation moves forward.
CIVIC engages with the Somalia authorities and security actors to strengthen the protection of civilians. Operating in the frontlines areas, CIVIC supports the implementation of Community Protection Groups (CPGs) helping local communities to identify their protection concerns and advocate for their own safety with local authorities and security actors. The organization provides technical support, policy guidance, training, and research to help integrate civilian safety into security operations. CIVIC’s work focuses on building trust between communities and security forces and ensuring that operations prioritize the safety and rights of civilians.
