Kyiv, June 24, 2025 — Center for Civilians in Conflict (CIVIC) has released the CIVIC PoC Conference Summary Report: How Communities, Military, and International Partners Are Shaping Better Civilian Protection, capturing key insights and outcomes from the recent International Conference on the Protection of Civilians held in Kyiv.
On March 19–20, more than 150 participants from six countries gathered in Ukraine’s capital for two days of in-depth discussions, practical exchanges and collaborative solution-building focused on saving civilian lives in war-affected areas.
The conference featured 24 distinguished speakers, including the Ambassador of Canada to Ukraine, a Nobel Peace Prize laureate, Ukrainian military leaders, international protection experts, government officials, and civil society advocates.
Against the backdrop of Russia’s full-scale invasion, the event underscored a critical reality of modern warfare: today’s conflicts increasingly occur in densely populated urban areas, with rockets, drones, and heavy artillery putting civilians at heightened risk. Global estimates indicate that up to 90% of casualties from such attacks are civilians — a sobering statistic that demands urgent action.
CIVIC’s newly published summary report, available in both English and Ukrainian, spotlights innovative approaches to civilian protection, with an emphasis on community-driven solutions. By empowering local residents with the knowledge, tools, and support needed to manage risks, communities can become active partners in safeguarding lives, even in the most challenging conditions.

Як Україна формує нові підходи до захисту цивільних: CIVIC презентував підсумки міжнародної конференції
Київ, 23 червня 2025 року — Центр з питань захисту цивільного населення в умовах конфлікту (Center for Civilians in Conflict (CIVIC) презентував Підсумковий звіт конференції з питань захисту цивільного населення (PoC) у Києві. Документ узагальнює ключові ідеї та практики, представлені під час заходу.
19–20 березня понад 150 учасників із шести країн зібралися в столиці України, щоб протягом двох днів долучитися до експертних дискусій, обмінятися практичним досвідом і спільно напрацювати рішення, спрямовані на захист цивільного населення в зонах, що постраждали від війни.
Серед 24 спікерів конференції — Посол Канади в Україні, лауреатка Нобелівської премії миру, українські військові командири, міжнародні експерти з питань захисту цивільних, представники уряду та громадянського суспільства.
На тлі триваючого повномасштабного вторгнення Росії учасники конференції підкреслили критичну реальність сучасної війни: збройні конфлікти дедалі частіше точаться в густонаселених міських районах, де ракети, безпілотники та важка артилерія створюють серйозну загрозу для цивільного населення. За оцінками, до 90% жертв таких атак — це саме цивільні особи. Ця тривожна статистика потребує негайної реакції.
У оприлюдненому підсумковому звіті CIVIC представлено актуальні підходи до захисту цивільного населення з акцентом на рішення, ініційовані самими громадами. Забезпечуючи місцевих жителів знаннями, інструментами та підтримкою, необхідними для управління ризиками, громади можуть стати активними учасниками у збереженні життя навіть у найнебезпечніших умовах.

CIVIC in Ukraine
CIVIC has been present in Ukraine since 2017, conducting research and on-the-ground activities assisting the Ukrainian government and the Armed Forces of Ukraine (AFU) in the development and implementation of tools, training, and policies on protection of civilians.
