Meet Agbessi Houélété Rolland, Senior Program Officer, Benin-Togo Country Office
Rolland Houélété Agbessi is a Senior Program Officer with CIVIC’s Benin-Togo Country Office, where he coordinates program implementation across both countries.
He leads capacity-strengthening initiatives for defense and security forces and supports community engagement, research, analysis, advocacy, and field monitoring activities. He also contributes to resource mobilization efforts and engagement with military and civilian authorities.
With over ten years of experience in humanitarian and development programming, Rolland has developed strong expertise in program management, organizational development, resource mobilization, and humanitarian response.
Before joining CIVIC, he served as Emergencies Program Officer with the World Food Programme (WFP) in Benin, coordinating assistance for populations affected by the security crisis in northern Benin.
He previously worked as Partnership and Resource Mobilization Officer with Caritas Internationalis’ Africa Office in Lomé, supporting national Caritas organizations across Francophone Africa in project development and fundraising. Earlier, he served as Executive Director of the National Scouting Association of Benin, leading youth development and educational programs nationwide.
Rolland holds a Master’s degree in International Cooperation and Humanitarian Aid. He is particularly passionate about women’s and girls’ rights, youth development, civilian protection, community engagement, and cash-based humanitarian assistance.
