Issa Lawan Moussa is a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer at the Center for Civilians in Conflict (CIVIC), based in Bamako.

He supports MEAL efforts across CIVIC’s programs in the Sahel, Benin, and Togo, helping teams track progress, strengthen data quality, and document lessons that inform programming and decision-making.  Over the past five years, Issa has worked with international NGOs, research institutions, and development organizations in Niger, Mali, and the wider Sahel.

Before joining CIVIC, he held MEAL roles atGeoAnalytics Center, Islamic Relief, and Mercy Corps, and worked as a research assistant at the Pan-African University (AU Commission).

His experience spans project monitoring, evaluations, accountability mechanisms, data analysis, and organizational learning in complex and conflict-affected settings.  

Issa holds master’s degrees in Governance and Regional Integration and in Economics and is certified in MEAL and project management through the MEAL DPro and Project DPro programs. He is particularly interested in using evidence and learning to strengthen program quality, accountability, and impact.
