CIVIC’s work in the Middle East is rooted in the belief that civilian protection must remain central to both military operations and broader responses to conflict.

Today, CIVIC’s regional engagement is focused primarily on Yemen and broader humanitarian diplomacy efforts across the region. CIVIC works with communities, civil society organizations, security actors, and regional stakeholders to strengthen civilian protection practices and reduce civilian harm.

In Yemen, CIVIC supports efforts to strengthen civilian harm mitigation and protection practices through engagement with local communities, civil society organizations, and security actors. This includes training initiatives, community-based protection efforts, and advocacy focused on the protection of civilians and adherence to international humanitarian law.

Alongside its field engagement, CIVIC works with regional and international partners to advance practical approaches to civilian protection, accountability, and harm mitigation in complex conflict environments across the Middle East.

CIVIC also continues to engage regional diplomatic and multilateral actors through strategic hubs including Amman and Doha, supporting broader advocacy and humanitarian diplomacy efforts related to civilian protection in the region.

The war in Yemen continues to be a stalemate with civilians bearing the brunt of the fighting in what the UN Human Rights Council has called “unrelenting violations of international humanitarian law.”

Syria

CIVIC is establishing a long-term presence in Syria to address ongoing civilian protection challenges through local partnerships, multi-stakeholder dialogues, and community-based solutions.
