CIVIC condemns the escalating wave of Russian missile and drone strikes on major Ukrainian cities
CIVIC has worked in Ukraine since 2017, supporting efforts to strengthen civilian protection amid evolving conflict dynamics and large-scale harm to civilians and civilian infrastructure.
Working alongside Ukrainian communities, civil society organizations, and the Armed Forces of Ukraine, CIVIC has supported the development of practical tools, policies, and training focused on civilian harm mitigation and the protection of civilians during military operations.
With CIVIC’s support, the Armed Forces of Ukraine established one of the world’s few civilian casualty tracking and mitigation mechanisms — and the only publicly known structure of its kind in Europe. CIVIC has continued supporting efforts to strengthen and sustain these capabilities as the conflict has intensified.
CIVIC has also worked to strengthen dialogue and trust between civilians and security actors in conflict-affected communities, while advocating for broader national approaches to civilian protection aligned with international humanitarian law and evolving NATO and EU standards.
As attacks on civilian infrastructure, displacement, and civilian casualties continue across Ukraine, CIVIC’s work remains focused on supporting practical, civilian-centered approaches to protection, accountability, resilience, and harm mitigation in the context of modern warfare.
