Over three years of continuous violence, mass displacement, and the total collapse of basic safety and protection systems have turned Sudan into the world’s worst humanitarian crisis. Intensified military operations, prolonged sieges, and rapidly shifting dynamics have drastically escalated the threats facing innocent people. With an estimated 33.7 million people in need of humanitarian assistance, the urgency to protect civilians and mitigate harm has never been more critical.

Launched in late 2025, CIVIC’s Sudan program operates in a highly volatile environment to ensure protection efforts are effective, responsive, and locally grounded. We employ a dual approach: strengthening the resilience of local communities while equipping authorities, security forces, and influential actors with the tools to adopt and implement civilian harm mitigation practices. By centering conflict-affected communities, CIVIC bridges the gap between grassroots realities and high-level policy to drive systemic change.

Our strategic response is built on three core pillars:

Community Protection: Supporting local civil society and community-based organisations to lead inclusive, community-based protection mechanisms.

Engagement with Security and Defense Forces and their partners: Providing technical capacity to relevant armed actors to integrate Protection of Civilians (PoC) principles and civilian harm mitigation measures into their policies and operations.

Evidence Generation and Policy Influence: Conducting rapid field assessments to produce data-driven analysis, informing regional and international institutions to shape a more coordinated crisis response.

Through dedicated operations across Khartoum, Kassala, South Darfur, and West Kordofan, CIVIC is fostering dialogue, elevating the visibility of emerging crises, and ensuring civilian voices are at the forefront of global policy.
